Job Description

The Community Liaison Officer (CLO) will act as a key interface and point of contact for the communities neighbouring the project. The CLO will provide information, referral, and support and will be responsible for supporting the implementation of the SEP and the grievance redressal mechanism. The CLO will also act as a representative of the project and will be expected to be familiar with the project area, communities, sensitivities, culture, facilities available in the project area and socio-economic profile. The role requires good oral and written communication skills, and an ability to develop and maintain good working relationships with community members.

Key Responsibilities

The CLO shall be responsible for the following:

· Manage and facilitate communications with the local communities directly and indirectly impacted by the project. The CLO will act as the main point of contact (along with the Project Director) with the local community, and will be responsible for receiving and managing grievances in accordance with the Project’s grievance redressal mechanism.

· Conduct and manage ongoing stakeholder engagement with all stakeholder groups in accordance with the Project’s Stakeholder Engagement Plan, including managing and planning public consultations, disclosure meetings, and other engagement events.

· Implement the Grievance Redressal Mechanism including providing communities with information about the mechanism and how it works; the logging of grievances; maintenance of records; reporting of grievances to the Project Director, and supporting grievance resolution, in close coordination with the Project Director.

· Provide communities with information regarding the Project’s recruitment process, job opportunities, and opportunities for suppliers of local goods and services, and respond to questions as appropriate. The CLO and Project Director will together develop a list of economic opportunities targeted at the local community.

· Create a positive relationship between the Project, its contractors and the local community,

· Prepare weekly and monthly performance reports.

· Provide Project staff with training and information regarding project-specific community relations, so as to be aware of health, safety and security issues as well as the code of conduct expected when engaging with the community. Induction training for all new workers shall be provided and will cover at a minimum: general liaison and interaction with communities; cultural sensitivities; awareness-raising on health, safety and security considerations; Project Code of Conduct. Additional training on community relations may also be delivered through: Tool Box Meetings; Safety, Security, Health and Environment Safety Committee Meetings; In-House Training / Seminars; Notice Boards; and Newsletters, etc.

Work Location: Ho Chi Minh and Cuu Long River area

Reporting Line

The CLO will report directly to the TWPC Project Director based in Ho Chi Minh and will be required to liaise on a day to day basis with the site-based Construction Manager.

Job Requirement

The CLO will be required to hold a tertiary level qualification in a relevant discipline and shall possess 3-5 years of professional experience in community development / social welfare and related experience.

Additional required competencies are:

·         Experience working with energy projects in Vietnam, ideally including wind farm projects.

·         Experience working with and applying international standards in relation to community liaison including the IFC Performance Standards (2012) and relevant IFC guidance.

·         Experience working in southern Vietnam.

·         Fluency in speaking the local dialect(s) and knowledge of local customs and traditions.

·         Advanced English language skills (reading, writing and verbal).
