I. ROLES AND FUNCTIONS:
§ Build the HR Management System.
§ Design and implement the HR policies and the HR development strategies.
§ Lead the internal communication and the employee relation for high-level positions.
§ Apply the modern HR tools to the system.
§ Lead the transformation of organizational culture and company structure.
§ Responsible for the company structure.
§ Develop a strategic plan for employees’ income and rewards.
§ Set up the HR system.
§ Manage the performance appraisal process.
§ Ensure all employee relation activities comply with the law and the company policies.
§ Recruit and rotate employees.
§ Train and develop the human resource.
§ Build, communicate, and implement the process of assessing organizational culture.
§ Responsible for planning, communicating and controlling the enforcement of wage fund and labor productivity.
§ Plan, implement, and evaluate the performance of administrative activities of the company.
II. MAIN RESPONSIBILITIES
RECRUITMENT, HR MANAGEMENT:
§ Develop short-term and long-term HR Development Strategies of the Company.
§ Build the successor program.
§ Develop methods and tools to manage the effectiveness of recruitment.
§ Control the rotation and mobilization of human resources.
§ Build and design the organizational structure, define the function and task of the departments.
§ Responsible for building and designing the job description system.
§ Build and develop the leadership dictionary of the organization.
§ Coordinate with other departments to develop a dictionary of professional competencies.
§ Plan, implement the training strategies to improve the organizational capacity.
§ Develop the capacity of the successor team.
§ Build, evaluate and operate the job matrix system.
§ Revise timely the HR Strategies to ensure the plans are suitable for the fluctuations of the business and production requirements.
§ Coordinate with Divisional Directors/Functional Directors to implement the HR development plan as well as the business development strategies of the company successfully.
§ Implement the detailed HR development plan, including recruitment, training and development, and performance appraisal to ensure employees’ capacity meets the long-term development requirements.
§ Lead, monitor and control the entire performance evaluation system (implementing, monitoring, controlling, evaluating, and debating)
§ Develop Procedures, Processes, Regulations, and Human Resources Policies of the company and disseminate the policies and ensure the compliance of all departments.
§ Design and implement the modern HR management tools and systems based on the international practices (HRM Software/ HR Database System/E-learning, … e.g.).
SALARY AND POLICIES:
§ Build, design, and manage the people cost.
§ Responsible for controlling the annual budget.
§ Adjust the wage fund based on the business demand in each period.
§ Propose solutions to improve labor productivity of each department (applying technology, optimizing the human resources).
§ Manage and supervise the implementation of C&B policies and take care of employees' physical and mental health.
§ Build and develop the 3P Compensation for the company.
§ Develop related policies to attract and retain talent.
§ Conduct the salary benchmarking and suggest solutions to maintain competitive advantage (ESOP e.g.)
§ Do the employee relation surveys.
§ Handle complaints and relationships at management levels within the authority, ensure consistency and legality in handling labor relations.
§ Coordinate and interact with the trade union.
§ Represent the company to work with the government agencies.
CULTURE AND WORKING ENVIRONMENT
§ Responsible for improving the working environment based on the company's orientation from time to time.
§ Define a concept of the company culture that is suitable to the current business context.
§ Design and implement tools to evaluate corporate culture.
§ Design policies to develop the corporate culture.
MANAGING ADMINISTRATIVE WORKS
§ Manage administrative tasks at Betrimex, ensure the Administration Department serves well the business and the production processes.
§ Develop plans to improve the administrative activities.
